If you say who you are talking to, use tell.
- The secretary told me (that) she didn’t like Mr. Ho.
(✘ The secretary said me…)
Otherwise use say:
- The secretary said (that) she didn’t like Mr. Ho.
(✘ The secretary told (that) she…)
Also: you can’t say “Mr. Simpson told about his business trip to Japan.”
You have to say:
- Mr. Simpson told us (or me, them, Mrs. Li, etc.) about his business trip to Japan.
